Case Study of a 3P Model for Leading Integrative Change: Learning Quality in Vocational Education and Training at the TUT

The purpose of this narrative case study is to document the use of the International Personnel Management Association’s (IPMA, 2002) people, process, and products (3P) model implemented at the Tainan University of Technology (TUT), Taiwan. The model is used to analyze and explore the process of learning and giving students educational tools that would lead to them becoming successful and responsible learners. The areas and practices involved in using the 3P model in a school system to create university-wide commitment to flexible curricula that engage students are discussed. A general overview of the 3P model for leading integrative change is included as well as how the seven components of the 3P model can be used as an index to measure the progress of change. The case of the TUT is used to gain insight into the implications of implementing the model, one of which is excitement about teaching issues. The findings demonstrate that true success involves creating a sustainable future that is realized by raising the quality of education, research, and development that supports the vision of collegial governance and academic freedom.
